KEY QUALIFICATIONS

For the past 30 years, Mr Phillips has worked on a wide range of project management and engineering projects in the Caribbean region.  His experience includes:

  • project management, design, and inspections of roads, buildings, drainage, and sewerage works;
  • structural engineering design of timber, masonry, structural steel, and reinforced concrete structures;
  • structural condition and vulnerability assessments of structures to natural hazards;
  • environmental engineering investigations of buildings, and sewerage and drainage designs;
  • highway engineering design and evaluation of roads, bridges, aircraft runways and taxiways;
  • coastal engineering assessment of seawalls, piers, mooring dolphins, and sewerage outfalls;
  • preparing and managing development planning applications;
  • training designers, contractors, and inspectors in multi-hazard design and construction methods;
  • independent design reviewer, adjudicator and expert witness.

For the past 20 years, Mr Phillips has prepared and made presentations on multi-hazard (including hurricanes & earthquake) resistant design, construction, and retrofitting for various regional and hemispheric organisations, including: the Caribbean Disaster Emergency Management Agency (CDEMA), Organisation of American States (OAS), United States Agency for International Development (USAID), United Nation’s Development Programme (UNDP), the United States Southern Command of the US Department Of Defense, and the Caribbean Development Bank (CDB).

Almost immediately following Hurricane Ivan in 2004, Mr Phillips developed training materials and taught workshops in every parish in Grenada to train Grenadian artisans to rebuild to higher standards.

Almost immediately following the 2010 earthquake in Haiti, Mr Phillips was deployed to Haiti where he trained Haitian engineers to evaluate the safe structural condition of buildings, and to design effective and economical building repair and strengthening measures.  During twelve subsequent deployments to Haiti, he trained Haitian building supervisors to supervise safe repairs and construct stronger houses.

Almost immediately following the impact of Category 5 hurricanes Irma in Anguilla and Maria in Dominica 2017, Mr Phillips did damage assessments of their infrastructure.  He also developed training materials and taught workshops in every parish to train Dominican artisans to rebuild to higher standards. Mr Phillips also assessed damage to the Bahamas following Category 5 hurricane Dorian in 2019.

Mr Phillips is the principal author of the “Regional Code of Practice for the Construction of Houses”.  He has formally trained over 500 artisans around the Caribbean in construction, and has completed a Doctorate on reducing the vulnerability of masonry buildings to earthquakes and hurricanes.

    As advised in your letter to editor on 30 August 2013, I checked the list of trained persons and was surprised to find the name of a trained person with same name of contractor (of course cannot verify it is not a different person with same name) who left my job unfinished with no explanation and who refused to return my key. I am impressed with your courses, but of course we teach principles but cannot force persons to apply them. I think you are doing a good job, keep it up.

    • Hi Anon:

      It should be assumed that every builder made significant mistakes before attending the course. Walbrent College can be likened unto a Church, where participants decide to reject their irresponsible pre-conversion behaviour and embrace responsible behaviour. All graduates of the college are given the same admonition that Jesus gave – “go and sin no more”.

      Please be advised that the College is available to adjudicate any construction disputes between all parties.

    In relation to safe building. what do you think of pre-fab construction?

      Pre-fab construction is OK provided that an independent testing agency can verify the magnitude of wind and seismic action to which the pre-fab construction is rated.
